A company can claim that researchers on their team have PhD degrees, you will never know where from and how many really know about their company's claim.     It is highly recommended to select a proven partner and check references from past clients. Getting agreements reviewed by a local attorney, and alerting concerned parties on non-compliance as soon as they occur reduce risk of failure.
