What the writers of the Qumran text describe is a chariot that, supposedly, came from heaven and was driven by angels. Obviously these people were familiar with chariots, but because these were exceptionally beautiful they may have thought they were heavenly and the occupants angels. Who else could they be?

The World Revolves Around Me
In my imagined world no one exists but me. I live in an illusion of non existant beings and yet the illusion is solid enough to be reflected back to me in the eyes of others that I look into. These other beings come and go as I need them fading in and out of my life like early morning mists. Always there, always present but not visable. I am in a room of mirrors with distorted figures of myself. Awareness leading me back to this hallucination, a ghostly figure caught up in the illusion of self, believing that I actually exist.
